The\nPublic Disclosure Commission (PDC) completed its review of the complaint filed\nby Conner Edwards on May 14, 2026. The complaint alleged violations of RCW\n29B.25.090 & .100 for failure to timely and accurately file contributions and\nexpenditure (C-4) reports and accurately disclose carryforward balance between\ncalendar years.


•\tThe complaint alleged that the Committee failed to file a C-4 report covering the period from July 29 to September 8, 2025, had a $1000 carry-forward discrepancy between calendar years 2025 and 2026, and disclosed a $500 expenditure in calendar year 2024 without complete vendor detail.

•\tOn May 18, 2026, a copy of the complaint was sent to Respondent.  The Committee worked with PDC staff and determined that the vendor it used for PDC reporting had supplied inaccurate reporting periods. Subsequent amendments filed by the Committee made the appearance of a reporting coverage lapse. PDC staff corrected the reporting issue, resulting in all reporting periods being properly disclosed on the PDC website. The Committee indicated that a clerical error caused a carry-forward discrepancy and that it was promptly corrected once notified of the complaint.

•\tRegarding the allegation of incomplete expenditure detail in calendar year 2025, PDC staff reminds the Respondent to include all required expenditure information, including vendor names and addresses, when applicable. Given the minimal amount at issue staff is not requesting that the report be amended.

•\tThe Respondent does not have previous warnings or violations of similar PDC requirements.


You made minor or ministerial errors on required reports which did not materially harm the public interest. You made the necessary technical corrections within 2-21 days of being notified by PDC staff. See WAC 390-37-060.


Based on this information, the PDC has dismissed this matter in accordance with RCW 29B.60.020(1).
